Large-scale assessments often generate headlines, but understanding what the results actually measure is far more valuable than simply comparing percentages. Ontario’s latest Education Quality and Accountability Office (EQAO) results show encouraging progress in several areas while also reinforcing a long-standing challenge: literacy achievement continues to outpace mathematics.

For parents, educators, and students, these results provide a province-wide snapshot of how students are meeting curriculum expectations. They are not a measure of an individual student’s potential, nor should they be viewed as the sole indicator of school quality. Instead, they help identify strengths, learning gaps, and areas where additional support may be needed.

What the Latest EQAO Results Show

The 2024–2025 EQAO results indicate modest improvement across several assessment areas compared with the previous school year.

Some of the key provincial findings include:

  • Grade 3 Mathematics: 64% met the provincial standard.
  • Grade 6 Reading: 86% met the provincial standard, an increase from the previous year.

  • Grade 9 Mathematics: 58% of students met the provincial standard, improving from 54% the previous year.

These results suggest that student achievement is gradually improving in several areas. At the same time, mathematics continues to present greater challenges than literacy across multiple grade levels.

The pattern is not unique to Ontario. Similar trends appear in other Canadian jurisdictions and international assessments, where reading achievement often exceeds mathematics achievement.

What Does “Meeting the Provincial Standard” Mean?

EQAO assessments report achievement using four performance levels.

Students who achieve Level 3 or Level 4 are considered to have met the provincial standard.

  • Level 3 represents the knowledge and skills expected for the grade level.
  • Level 4 reflects performance that exceeds the provincial standard.

Rather than measuring only how many questions a student answers correctly, EQAO assessments evaluate whether students demonstrate the curriculum expectations appropriate for their grade.

For Grade 9 mathematics, the assessment is computer-adaptive. As students answer questions, the difficulty adjusts to better estimate their understanding of curriculum expectations.

This approach provides a more detailed picture of student achievement than a traditional fixed test.

Why Literacy Continues to Outperform Mathematics

One of the most consistent findings in Ontario assessment data is the gap between literacy and numeracy.

While reading and writing achievement has remained relatively strong, mathematics has shown slower progress over time.

There are several reasons mathematics often presents greater challenges.

Mathematics is highly cumulative. New concepts build directly on previous learning, so misunderstandings can carry forward into later grades.

Students may also experience different types of mathematical difficulties. Some struggle with number sense, while others have difficulty applying procedures, solving multi-step problems, or explaining mathematical reasoning.

This means that students earning similar scores may require very different kinds of support.

Effective mathematics instruction often depends on identifying these specific learning needs rather than reviewing entire units repeatedly.

What Board-Level Results Tell Us

Provincial averages provide an overall picture, but individual school boards often demonstrate different patterns of achievement.

Some Ontario boards have consistently reported results above the provincial average across multiple assessments.

Examples include boards that have shown strong outcomes in mathematics, literacy, or both through sustained investment in:

  • Early intervention.
  • Professional learning for educators.
  • Targeted numeracy strategies.
  • Literacy improvement initiatives.
  • Ongoing assessment and instructional support.

These differences suggest that improvement is possible when instructional practices, professional development, and student supports work together.

At the same time, comparing boards should be done carefully. Communities differ in demographics, resources, student populations, and local priorities, all of which can influence outcomes.

EQAO assessments are not designed to rank individual students.

Instead, they provide information that helps:

  • Other provinces collect achievement data through their own provincial assessments and reporting systems.

Although assessment models differ, many jurisdictions report similar trends.

Reading achievement generally remains stronger than mathematics achievement, particularly as students move into more advanced mathematical concepts that require increasingly sophisticated reasoning.

International studies, including the Programme for International Student Assessment (PISA), have also highlighted ongoing challenges in mathematics across many education systems.

A student’s EQAO score represents one point in time. It does not define their ability, future success, or potential.
